Rep. Hamilton Fish on neutrality. Washington, D.C., Oct. 30. After the House Rules Committee Session, Rep. Hamilton Fish was interviewed by the press. He told reporters that he had no disposition to filibuster and hoped that congress would disposed of the matter by Friday night, but he said opponents wanted some rule permitting the House to decide policy on three questions: the arms embargo, loans under the cash and carry provision, and the presidential power to determine combat areas, which Fish said, was equivalent to giving him authority to name an aggressor

STS088-S-001 (September 1998) --- Designed by the crew members, this STS-88 patch commemorates the first assembly flight to carry United States-built hardware for constructing the International Space Station (ISS). This flight's primary task is to assemble the cornerstone of the space station: the Node with the Functional Cargo Block (FGB). The rising sun symbolizes the dawning of a new era of international cooperation in space and the beginning of a new program: the International Space Station. The Earth scene outlines the countries of the Station Partners: the United States, Russia, those of the European Space Agency (ESA), Japan, and Canada. Along with the Pressurized Mating Adapters (PMA) and the Functional Cargo Block, the Node is shown in the final mated configuration while berthed to the space shuttle during the STS-88/2A mission. The Big Dipper Constellation points the way to the North Star, a guiding light for pioneers and explorers for generations. In the words of the crew, "These stars symbolize the efforts of everyone, including all the countries involved in the design and construction of the International Space Station, guiding us into the future." The NASA insignia design for space shuttle flights is reserved for use by the astronauts and for other official use as the NASA Administrator may authorize. Public availability has been approved only in the forms of illustrations by the various news media. When and if there is any change in this policy, which is not anticipated, the change will be publicly announced. Photo credit: NASA sts088-s-001

JOHNSON SPACE CENTER, HOUSTON, TEXAS - STS-111 INSIGNIA -- The STS-111 patch symbolizes the hardware, people, and partner nations that contribute to the flight. The Space Shuttle rises on the plume of the Astronaut Office symbol, carrying the Canadian Mobile Base System (MBS) for installation while docked to the International Space Station (ISS). The mission is named UF-2 for ISS Utilization Flight number two. The ISS orbit completes the Astronaut Office symbol and is colored red, white, and blue to represent the flags of the United States, Russia, France, and Costa Rica. The Earth background shows Italy, which contributes the Multi Purpose Logistics Module (MPLM) used on this flight to re-supply ISS. The ten stars in the sky represent the ten astronauts and cosmonauts on orbit during the flight, and the star at the top of the patch represents the Johnson Space Center, in the state of Texas, from which the flight is managed. The names of the STS-111 crew border the upper part of the patch, and the Expedition Five (going up) and Expedition Four (coming down) crews' names form the bottom of the patch. The NASA insignia design for Shuttle flights is reserved for use by the astronauts and for other official use as the NASA Administrator may authorize. Public availability has been approved only in the forms of illustrations by the various news media. When and if there is any change in this policy, which is not anticipated, the change will be publicly announced. KENNEDY SPACE CENTER, FLA. - Nine-year-old Sofi Collis unveils the names of the Mars Exploration Rovers -- "Spirit" and "Opportunity" -- during a press conference. Participating in the press conference are, from left, Dr. John Marburger, science advisor to the President and director of the Office of Science and Technology Policy; NASA Administrator Sean O'Keefe; Sofi Collis, a third grade student from Arizona; and Brad Justus, LEGO Co. senior vice president. The names Sofi suggested were selected from more than 10,000 student entries in an essay contest managed for NASA by the LEGO Company. NASA's twin Mars Exploration Rovers are designed to study the history of water on Mars. These robotic geologists are equipped with a robotic arm, a drilling tool, three spectrometers, and four pairs of cameras that allow them to have a human-like, 3D view of the terrain. Each rover could travel as far as 100 meters in one day to act as Mars scientists' eyes and hands, exploring an environment where humans are not yet able to go. MER-A, with the rover Spirit aboard, is scheduled to launch on June 8 at 2:06 p.m. EDT, with two launch opportunities each day during a launch period that closes on June 24.

VANDENBERG AIR FORCE BASE, CALIF. - Outside the clean room at Vandenberg Air Force Base, Calif., the SciSat-1 spacecraft (background) has been removed from the shipping container mounting base (lower left) and placed on the handling fixture. Sci-Sat, which will undergo instrument checkout and spacecraft functional testing, weighs approximately 330 pounds and after launch will be placed in a 400-mile-high polar orbit to investigate processes that control the distribution of ozone in the upper atmosphere. The data from the satellite will provide Canadian and international scientists with improved measurements relating to global ozone processes and help policymakers assess existing environmental policy and develop protective measures for improving the health of our atmosphere, preventing further ozone depletion. The mission is designed to last two years.

The data from the satellite will provide Canadian and international scientists with improved measurements relating to global ozone processes and help policymakers assess existing environmental policy and develop protective measures for improving the health of our atmosphere, preventing further ozone depletion. The mission is designed to last two years.

KENNEDY SPACE CENTER, FLA. - The Pegasus launch vehicle is moved back to its hangar at Vandenberg Air Force Base, Calif. The Pegasus will carry the SciSat-1 spacecraft in a 400-mile-high polar orbit to investigate processes that control the distribution of ozone in the upper atmosphere. The scientific mission of SciSat-1 is to measure and understand the chemical processes that control the distribution of ozone in the Earth’s atmosphere, particularly at high altitudes. The data from the satellite will provide Canadian and international scientists with improved measurements relating to global ozone processes and help policymakers assess existing environmental policy and develop protective measures for improving the health of our atmosphere, preventing further ozone depletion. ISS015-S-001A (Nov. 2006) --- The operational teamwork between human space flight controllers and the on-orbit crew take center stage in this emblem. Against a backdrop familiar to all flight controllers, past and present, independent of any nationality, the fifteenth expedition to the ISS is represented in Roman numeral form as part of the ground track traces emblazoned on the Mercator projection of the home planet Earth. The ISS, shown in its fully operational, assembly complete configuration, unfurls and then reunites the flags of this Russian and American crew in a show of our continuing international cooperation. Golden spheres placed strategically on the ground track near the flight control centers of the United States and Russia serve to symbolize both the joint efforts from each nation's team of flight controllers and the shuttle and Soyuz crew vehicles in their chase orbit as they rendezvous with the ISS. A rising sun provides a classic touch to the emblem signifying the perpetual nature of manned space flight operations and their origin in these two space-faring nations. The NASA insignia design for shuttle and space station flights is reserved for use by the astronauts and for other official use as the NASA Administrator may authorize. Public availability has been approved only in the forms of illustrations by the various news media. When and if there is any change in this policy, which is not anticipated, the change will be publicly announced. iss015-s-001a
